What is Alyssa's Law?

Alyssa’s law is an important piece of legislation that requires each public elementary and secondary school to be equipped with silent panic alarms that are directly linked to local law enforcement authorities. The goal of this legislation is to decrease the time it takes for local law enforcement to arrive at a school in an emergency situation.

Where did Alyssa's Law Come From?

This legislation was created after the tragic events which took place at Marjory Stoneman Douglas High School in Parkland, Florida. On February 14, 2018, student Alyssa Alhadeff, and 16 others lost their lives, while 17 others were injured when an assailant opened fire on students and staff. Alyssa’s mother, Lori Alhadeff, has lobbied legislators in many states to pass Alyssa’s Law to improve communication and response times in critical situations.

Where has Alyssa's law been passed?

Florida, New Jersey, New York and Texas are the four states where legislation for Alyssa’s Law has been passed and implemented. There are many other states that are pursuing the implementation of Alyssa’s Law as well. Please take a look at chart below to view more information on the states involved.

This bill (HB 2683) was introduced by representatives Daniel Hernandez and Kevin Payne on February 8, 2022. The bill would require all public schools to implement a panic alarm that is linked directly to local law enforcement. Click here to learn more.

Alyssa’s Law requires each Florida public school, including charter schools, to implement a mobile panic alert system capable of connecting emergency services technologies to ensure real-time coordination between the school and first responders. Click here to learn more.

Omaha Senator, Tony Vargas, introduced this bill (LB1156) on January 22, 2020. The bill would require the state’s education department to make a statewide panic button program available to public elementary and secondary schools. The bill was indefinitely postponed on August 13, 2020. Click here to learn more.

Governor Phil Murphy signed Alyssa’s Law (A764) on February 6, 2019. This mandates that each public school building is equipped with a panic alarm that can notify the authorities in the event of an emergency situation, such as an active shooter. Click here to learn more.

On June 23, 2022, Governor Kathy Hochul signed Alyssa’s Law (S.7132B/A.10018). This mandates that schools include information regarding the implementation of a panic alarm system within their schools in their district-wide safety plan. Click here to learn more. 

HB 3101, introduced by Representative Levy, would require schools to have wireless panic alert device in each classroom of each school building. Click here to learn more.

Alyssa’s Law is currently In progress in the state of Tennessee. Click here to learn more.

As of May 5, 2023, Alyssa’s Law has passed in Texas (SB 838/HB 669). This law mandates that each school district and open-enrollment charter school shall provide each classroom in the district or school with a panic alert device that allows for immediate contact with district or school emergency services or emergency services agencies, law enforcement agencies, health departments, and fire departments. House bill 1125 was introduced on January 12, 2022 by Timothy V. Anderson. The bill requires each school board to equip each public elementary and secondary school building with at least one panic alarm. Click here to learn more.

New Jersey Representative, Josh Gottheimer, introduced H.R. 4999 at a federal level on July 7,2023.  This bill addresses school security and mandates and funds silent panic alarms in public elementary and secondary schools.
